Upholding inclusivity for all, Pangasinan State University through its ๐๐๐ง๐๐๐ซ ๐๐ง๐ ๐๐๐ฏ๐๐ฅ๐จ๐ฉ๐ฆ๐๐ง๐ญ (๐๐๐) ๐๐๐๐ข๐๐ held its Strategic GAD ๐๐ฅ๐๐ง๐ง๐ข๐ง๐ ๐๐ง๐ ๐๐ฎ๐๐ ๐๐ญ๐ข๐ง๐ ๐๐จ๐ซ๐ค๐ฌ๐ก๐จ๐ฉ for 2026-2027 at the Golden Lion Hotel, October 23-24, 2025.
University ๐๐ซ๐๐ฌ๐ข๐๐๐ง๐ญ, ๐๐ซ. ๐๐ฅ๐๐๐ซ๐ญ ๐. ๐๐๐ฅ๐๐ฌ, said planning for GAD programs represents an essential step in equipping PSU personnel with the tools, knowledge and strategies to recognize and address issues of gender inequality within the university community.

Dr. Galas also encouraged the university and campus officials to renew commitment of fostering a culture of respect, equity and inclusivity, and to ensuring that gender equality is central to PSUโs mission.
University GAD Director, Dr. Romary R. Lincod welcomed the participants and expounded on this yearโs theme to wit, โBuilding a Gender-Responsive Future for PSUโ and laid out the clear role deliberation and coordination plan of the university.
โThe discussions in the sessions are crucial tools designed to guide us in integrating ๐๐๐๐๐๐ ๐๐๐๐ ๐๐๐๐ก๐๐ฃ๐๐ ๐๐๐๐๐ ๐ ๐๐ข๐ ๐๐๐๐๐๐๐๐ , ๐๐๐๐๐๐๐๐ ๐๐๐ ๐๐๐๐๐๐๐ก๐ and utilizing the proper budgeting procedures for our 2026-2027 plans,โ Dr. Lincod added.
Gender-Responsive Planning
The first of the two-day event is a discussion on the integration of GAD into the four core institutional functions led by Ms. Zarah Jane Veloria of Alaminos City Campus followed by a worship on prioritizing GAD PPAs facilitated by Dr. Ma Theresa Macaltao of Bayambang Campus.
In the afternoon, Vice President Jeanilyn Villanueva of the Administration and Finance Management Division extensively discussed the Gender -Responsive Audit and Utilization of the 5% GAD Fund followed by a workshop assisted by Dr. Gilbert Moralista of Binmaley Campus.
Urdaneta CIty Campus GAD Coordinator Dr. Ruby Amado then dealt on the synthesis and lessons learned from the first day.
PCWโs ๐ญ๐๐ค๐ ๐จ๐ง ๐๐๐ ๐๐จ๐ง๐๐๐ฉ๐ญ๐ฌ
Coming in on the second day was GADโs national primary unit, the Philippine Commission on Women (PCW). Senior GAD Specialist and PCW representative for RGADC-1, Ms. Krsitine Anne Lee delved on the GFAST or GAD Focal Point System Functional Assessment Tool as well as the GAD Budgeting and Activity Design.
She emphasized that GAD in a university context involves examining how gender dynamics affect educational opportunities, experiences and outcomes.
In closing, Dr. Gloria Balansay of Sta. Maria Campus reminded the participants that through proper planning and budgeting, PSU can contribute to a more equitable society and empower all students to succeed.
University officials, as well as Campus Planning and GAD coordinators took part in the event. A preliminary event was earlier conducted on October 8 held to map-out initial plans for GAD.
It can be remembered that in September this year, PSU received a national award as Rank 5 SUC with highest org-focused GAD budget expenditure and Rank 9 SUC with highest client-focused GAD budget expenditure.
